“No penalties, just compliance,” NIS launches amnesty for visa overstayers

In a move aimed at enhancing compliance with Nigeria’s New Visa Regime and ensuring a secure, transparent migration system, the Federal Government has unveiled a time-limited Amnesty Initiative for foreign nationals who have overstayed their visas or violated their immigration conditions.
The announcement was made by the Nigeria Immigration Service (NIS) on behalf of the Ministry of Interior, under a program titled the Expired Visa Initiative (Amnesty).
“This is not about punishment,” said ACI AS Akinlabi, the Service Public Relations Officer of the NIS. “It’s about giving people a clean slate. Those who come forward now can regularize their stay without fear of penalties.”
Amnesty Timeline and Eligibility
The initiative, which began on May 1, 2025, will run until September 30, 2025. It applies to the following categories of individuals:
• Foreign nationals with Expired Visa on Arrival (VoA);
• Holders of Expired Single or Multiple-Entry Visas;
• Persons whose Combined Expatriate Residence Permit and Aliens Card (CERPAC) has expired for over 30 days.
“If you fall into any of these categories, this is your opportunity to fix your status,” Akinlabi emphasized. “There will be no overstay fines or legal consequences during this window, provided applications are submitted on time.”

Transparency, Security, and Reform
The NIS reiterated its commitment to modernizing Nigeria’s migration systems in line with global standards.
“This initiative aligns with our broader reforms,” Akinlabi said. “We are building an immigration service that prioritizes national security, but also respects human dignity and lawful migration.”
“It is in our interest as a nation to know who is in the country, under what status, and for how long. Amnesty offers a responsible and proactive way to do that.”
The agency also urged embassies, corporate organizations, and foreign communities in Nigeria to help raise awareness about the program.
“We call on stakeholders to spread the word. This amnesty is a lifeline, not a trap,” Akinlabi reassured.

“We urge all eligible foreign nationals to take advantage of this rare opportunity,” the NIS added. “After September 30, normal enforcement actions—including penalties—will resume.”
“Lawful migration is not only about control—it’s also about compassion,” said Akinlabi. “This amnesty reflects the balance we are striving to achieve.”
