IYC alleges targeted attacks in Warri, urges calm amid ward delineation tensions

The Ijaw Youth Council (IYC) Worldwide has raised alarm over what it describes as “a disturbing escalation of violence” against Ijaw communities in Warri, Delta State, allegedly instigated by elements within the Itsekiri ethnic group.

This follows the recent electoral ward delineation exercise carried out by the Independent National Electoral Commission (INEC) in line with a Supreme Court directive.

Speaking in Warri on Thursday, IYC President Dr. Alaye Tari Theophilus condemned the reported attacks, saying they represent “a dangerous attempt to intimidate and suppress a lawful and constitutional process.”

“We are deeply concerned by the recent upsurge in tensions and violence reportedly instigated by elements within the Itsekiri community against Ijaw residents of Warri,” Dr. Theophilus stated. “These unfortunate incidents follow the lawful ward delineation exercise carried out by INEC in accordance with the Supreme Court’s directive—a move aimed at correcting decades of marginalization.”

The IYC further took aim at what it called a smear campaign targeting key Ijaw figures, particularly Dr. Dennis Otuaro, the Administrator of the Presidential Amnesty Programme (PAP).

“Dr. Otuaro has demonstrated consistent commitment to fostering peace, unity, and stability in the Niger Delta region,” Theophilus asserted. “The campaign of blackmail and misinformation being waged against him is not only unjust but dangerous. We warn that attempts to tarnish his reputation through falsehoods and divisive rhetoric will not be tolerated.”

According to the IYC, the INEC ward delineation was not only constitutional but also necessary to ensure fair representation. “INEC’s delineation reflects a constitutional process aimed at ensuring fairness and balanced political representation,” Theophilus emphasized. “No ethnic group holds exclusive entitlement to political control in a multiethnic region like Warri. All groups must be respected and represented.”

Calling for calm, the IYC urged the Itsekiri community and its youth to engage through appropriate channels. “Rather than sow discord, Itsekiri youths and stakeholders should channel their grievances through lawful and democratic institutions,” Theophilus advised. “Resorting to blackmail only serves to undermine regional peace and development.”

The IYC President also called on security agencies to act swiftly, warning of the consequences of inaction. “We call on security agencies to ensure the safety of our communities and to investigate all acts of violence and incitement,” he said. “Because nobody has the monopoly of violence.”

Despite the tensions, Dr. Theophilus urged Ijaw youth to remain peaceful, vigilant, and law-abiding. “The Ijaw Youth Council urges our youths to remain peaceful, vigilant, and committed to the rule of law,” he said.

In a firm closing, he stated, “No force of intimidation or campaign of calumny will deter the Ijaw Nation from pursuing justice and equity within the Nigerian federation.”

The IYC’s statement comes amid heightened ethnic and political sensitivities in the oil-rich Warri region, where historical grievances and power struggles continue to fuel mistrust among ethnic groups.
