Coalition demands EFCC probe over N9.9bn scandal against NCDMB boss

The Coalition of Civil Society for Good Governance (CCSGG) has called on the Economic and Financial Crimes Commission (EFCC) to investigate serious allegations of financial mismanagement involving Engr. Felix Omatsola Ogbe, the Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB). The coalition raised concerns over the alleged misuse of 9.9 billion naira (approximately $6.6 million USD) and called for immediate action to ensure accountability.
At a press conference in Abuja on Friday, the convener of CCSGG, Comrade Okpanachi Jacob, stated that Engr. Ogbe authorized the transfer of a significant sum for consultancy services without the proper documentation or transparency.
According to Jacob, the funds were allegedly funneled through the Central Bank of Nigeria (CBN) to a consultant with questionable credentials. Jacob expressed that this move bypassed necessary legal and financial procedures, leaving questions about the justification for such a large financial commitment.
“We are calling for a thorough and independent investigation into Engr. Ogbe’s financial activities. This is a serious issue, and the EFCC must act swiftly to protect public resources from misuse,” he said.
The coalition also highlighted that the same individual authorized 503 million naira for a workshop in London and over 400 million naira for an extravagant year-end party. This party, according to the CCSGG, was broken down into four disbursements of 99 million naira each, two of which were allegedly designated for food and finger foods.
The CCSGG believes these actions violate both the Nigerian Content Development and Monitoring Board Act and the Public Procurement Act, which set standards for transparency and accountability in the management of public funds. The coalition emphasized that such mismanagement undermines the public’s trust in government institutions and the financial integrity of the country.
Jacob also raised the following concerns during the press conference: “Did Engr. Ogbe violate his approval threshold without the necessary authorization from the NCDMB’s governing council or relevant ministers?”
“Was the consultancy contract awarded without competitive bidding, as required by procurement laws?”
“Was there clear evidence that the Bureau of Public Procurement (BPP) reviewed and cleared the contract, as required by the Public Procurement Act?”
“Were the relevant documents presented to the Federal Executive Council (FEC) for approval?”
Jacob further stressed that previous cases of individuals accused of financial mismanagement involving smaller amounts have been investigated rigorously. He called for the same level of seriousness to be applied to this case, given the large sums involved.
“Previous cases of financial mismanagement have been pursued with vigor, even when the amounts involved were far less,” he said. “This case is no different. Large-scale corruption must be dealt with decisively, and we cannot afford to overlook such significant violations.”
The CCSGG therefore formally requested that the EFCC conduct a comprehensive and independent investigation into Engr. Ogbe’s financial activities and the alleged misappropriation of 9.9 billion naira.
“Audit the NCDMB’s financial records, particularly focusing on consultancy contracts, disbursements, and approvals.
“Examine the procurement process to ensure it complies with Nigerian laws, including obtaining the necessary clearances from the BPP and FEC.
“Pursue legal action if the investigation confirms violations of financial regulations or corruption.
“The public must trust that there are consequences for those in positions of power who misuse state resources. We urge the EFCC to act swiftly and decisively,” he concluded.
