Bago issues executive order to curb thuggery in Minna

Governor Umar Mohammed Bago of Niger State has issued executive order to curb incessant thuggery in Minna, the state capital.

The governor issued executive order on Tuesday, April 22, 2025.

The order outlines measures to restore peace and security in the state.

According to the governor’s directive, anyone found in possession of any weapon, including knives and sticks, will be treated as an armed robber.

If such an individual is killed during an encounter with security agents, their parents will be required to pay for the bullet used before the corpse can be released.

Additionally, individuals with dreadlocks will be arrested and shaved. A curfew has been imposed on Keke Napep and Okada riders in Minna from 6 pm to 6 am.

Anyone attempting to secure bail for thugs from the police station will also face arrest.

Traditional leaders, including Mai-Angwa, Hakimi, or Village Heads, found harboring thugs will be dethroned and arrested. Houses within Minna found selling illicit drugs will be demolished, and their occupants will be arrested.

To ensure speedy justice, a special court will be established under the supervision of the Chief Judge of Niger State to handle thuggery cases. Operation Flush, aimed at curbing thuggery, will now be directly supervised by the Governor’s office.

The executive order also places Angwa Daji and Barki Sale areas under serious security watch. Furthermore, any vehicle entering Minna found carrying illicit drugs will be confiscated and become government property.

The governor’s initiative demonstrates his commitment to maintaining law and order in Niger State. Residents of Minna are likely to welcome the measures, which aim to create a safer environment. The effectiveness of these measures will be closely monitored.
